Neti was the guardian of the gates of Kur. He is one of the Igiggi, tasked with the protection of Kur by Ereshkigal, who was clearly more powerful.
What Neti lacked in power, we suppose he made up for in cunning. After all, it was Neti who tricked Inanna into being stripped of her powers. When he tried the same trick on Nergal, this endeavor proved to be less successful.
